To get a photo like that you’d need to use a low shutter speed, something like a couple seconds or even longer than that, depending on the effect you’re going for. The one use case for ND filters with photography (and this applies to drone photograph and regular photography) is to get the type of photo you see here on the right. That’s not an issue for photography though, as you generally want to increase your shutter speed as much as you can, since that will ensure a non blurry photo (unless you’re trying to get those light streaks from cars driving by, or other effects for which a lower shutter speed would be necessary).

Without ND filters, you’d have to raise your shutter speed to like 1/2000sec, which would make for a very jittery and sharp video (the bad kind of sharp). ND filters are good for video because they allow you to slow down your shutter speed without making the image too bright, so you can set it to the right amount depending on your frame rate (generally, shutter speed is roughly 2x the frame rate, so 1/50sec for 24fps, 1/120sec for 60fps, etc). You will rarely, if ever, need ND filters for photos.
